Russia CAA Regulations

To expedite and simplify existing procedures, the Russian CAA has implemented new rules and regulations for applying and obtaining overflight and landing permits.

These changes are in effect as of May 30, 2013 for non-scheduled (Part 91) flights on international airways to Airports of Entry in Russia.

Permit Lead Times

Aircraft with fewer than 19 seats
  • One to four non-scheduled flights per month:
    Lead times have been reduced to one business day.
  • More than four non-scheduled flights per month:
    Lead times remain at 14 business days (excluding Saturdays, Sundays and public holidays of the Russian Federation)
Aircraft with more than 19 seats
  • One to four non-scheduled flights per month:
    Applications must be submitted no later than three business days prior to departure date.
  • More than four non-scheduled flights per month:
    Applications must be submitted no later than 14 business days prior to departure date.

Permit Validity

Permits for non-scheduled single flights are valid for 48 hours beginning at 0001 UTC of the departure date.

Flight Plan Filing

Filed ATC Flight Plan (FPL) revision are not required during valid permit windows for the following:

  • Revising ETA/ETDs
  • Revising aircraft call sign
  • Adding tech stops at Airports of Entry within Russia
  • Changing aircraft registry due to maintenance or aircraft swap

For aircraft with fewer than 19 passenger seats, revisions are not required for changes to FIR entry/exit points into/from Russia, and departure/arrival airport outside of Russia.

For aircraft with more than 19 passenger seats, permit revisions are required for changes made to FIR entry/exit points into/from Russia, and departure/arrival airport outside of Russia.

Documents

The new regulations now require crew members to submit the following documents for aircraft with fewer than 19 passenger seats:

  • Insurance certificate
  • Airworthiness certificate
  • Aircraft registration certificate
  • Crew member pilot certificate
  • Air Operators Certificate (Part 135)
  • Aircraft Noise Certificate
