The XXII Olympic Winter Games marks a first for Russia, as it has never before hosted the Winter Games. The games will be held in Sochi, which has a population of 400,000 people and is situated in Krasnodar, the third largest region in Russia.
The games will be organized in two clusters: a coastal cluster in Sochi for ice events and a mountain cluster in the resort town of Krasnaya Polyana for snow events. Travel time is only about 30 minutes between the two locations, making it one of the most compact games ever.
Sports will include Alpine skiing, biathlon, bobsleigh, cross country skiing, curling, figure skiing, freestyle skiing, ice hockey, luge, Nordic combined, short track speed skating, skeleton, ski jumping, snowboarding and speed skating.
The nearest airport is Sochi International Airport (URSS). Aircraft parking at this location will be limited to government aircraft and aircraft carrying Olympic Committee personnel. Other aircraft traveling to this airport will be required to drop the passengers and reposition the aircraft at an alternate airport.
Crime is one of the primary security concerns for travelers to Sochi, although crimes rates are lower than in other major Russian cities. Although there have been no major attacks in Sochi, terrorism also continues to be a concern, especially given attacks in Moscow and the increased profile of the city in relation to its hosting of the 2014 Winter Olympics. Demonstrations are relatively uncommon in Sochi, but may be a concern in relation to the Olympic Games. Countrywide security concerns, such as corruption, can affect travel to this location.
Under normal conditions, permission to land is typically granted in seven business days. However, it is advised that operators request permission to land two to three weeks in advance due to the expected increase in traffic and parking restrictions. We anticipate last minute permission requests to be very difficult to secure, including changes. Operators should submit landing applications early and not deviate from planned landings. All flights arriving to Sochi require landing permission and slots. Allocation and landing permits are controlled by FSS. Flight categories are contained in NOTAM A3075/13. Slot approvals will carry a arrival time stamp with little deviation (+/- 30 mins).
There is a significant amount of construction going on in support of the games. However, availability of hotel rooms at major international hotel chains is limited. It is expected that about 47,000 hotel rooms will be available, with 27,000 of these rooms being built specifically to house Olympics attendees. The majority of the hotels are rated at or below three stars and typically have strict policies concerning reservations, deposits, stay minimums and cancellations.
Cabotage regulations are strictly enforced in Russia. It is important that the same passengers who arrive on an aircraft depart on that same aircraft. Landing applications must show passengers arriving and departing for each stop in Russia. At the discretion of the Russian Civil Aviation Authority, exceptions to the cabotage rules may be obtained during the permit application process. After the landing permission has been granted, requests to change schedules and manifests are not appreciated by the Russian CAA.
Russia typically requires a Russian navigator to be on board the aircraft for operations to domestic airports. At this time, it is not clear whether or not this will be required at the primary and alternate airports supporting the games. Typically, a navigator is requested during the landing application process. We will continue to monitor and update this site when this information is available.

Fuel is available in Sochi. However, due to restrictions placed on arriving aircraft and the requirement to reposition, supply is expected to be extremely limited. Operators should check NOTAMS on fuel supply and availability at URSS.
